(A) is true but (R) is false.
Culturally responsive pedagogy draws on children's languages, experiences and cultures so that learners from every background can participate and succeed; that is why the Assertion is true.
The Reason is false. Equity means giving each child what he or she needs to learn, and a standardised curriculum and assessment applied identically to everyone ignores differences between learners. Equity cannot be ensured 'only' through standardisation, which is close to the opposite of culturally responsive teaching.
