The region not among Rudradaman's conquests is Vidarbha.
The Junagadh inscription of about 150 CE lists the lands under Rudradaman I, among them Akara and Avanti, Anupa, Anarta, Surashtra, Shvabhra, Maru, Kachchha, Sindhu-Sauvira, Kukura, Aparanta and Nishada.
Vidarbha, in eastern Maharashtra, does not appear in the list, so it is the answer. The other three options are all named in it.
