Cocaine is not produced in India.
Cocaine comes from the coca plant, which is grown in South America, so it reaches India only by import. Charas and bhang are made from the cannabis plant, which grows in India. Brown sugar, a crude form of heroin, is made in India from opium.
So three of the four are made in India and only cocaine is not. Brown sugar is the likeliest wrong choice, because it is an illegal drug, but it is made in Indian clandestine laboratories from opium that is grown in the country, so it does not meet the condition of the question.
