'To promote Sustainable Development' is not among the eight Millennium Development Goals as worded. The goals were: eradicate extreme poverty and hunger, achieve universal primary education, promote gender equality and empower women, reduce child mortality, improve maternal health, combat HIV/AIDS, malaria and other diseases, ensure environmental sustainability, and develop a global partnership for development.
Options A, B and C match goals 1, 3 and 6 directly. Sustainable development appears only as a principle within the environmental goal, so it is the one that is not a goal.
