Of the earthquake waves, the L-waves (long or surface waves, also called Love and Rayleigh waves) are the most destructive, since they travel along the surface with large amplitude and shake the ground horizontally and vertically. P-waves (primary) are fast compressional body waves and S-waves (secondary) are slower shear waves; both arrive earlier and cause less damage. R-waves, the Rayleigh waves, are part of the surface wave group, but the answer as given is the L-waves.
