The National Development Council is not a constitutional body: it was set up by a resolution of the government in 1952 and is neither constitutional nor statutory. The Inter-State Council is provided for in Article 263, the Finance Commission in Article 280, and the Union Public Service Commission in Article 315 of the Constitution, so these three are constitutional bodies.
