Who certifies a bill to be a Money bill in india?
Answer: C
The Speaker of the Lok Sabha certifies a bill to be a money bill, and the certificate is final.
Article 110 defines what a money bill is, but Article 110(3) makes the Speaker's decision conclusive - it cannot be questioned in any court or in the Rajya Sabha. The certification matters because the Rajya Sabha can only delay a money bill, for fourteen days.
