The guidelines were prepared by the Reference and User Service Association.
The Reference and User Services Association (RUSA), a division of the American Library Association, issued the 'Guidelines for Implementing and Maintaining Virtual Reference Services' (2004, revised later). They cover the planning, staffing, technology, privacy and evaluation of reference service by chat, e-mail and similar media.
The UGC, WIPO and UNESCO have not produced these guidelines; WIPO deals with intellectual property and UNESCO's library work is mainly through manifestos with IFLA.
