Both (A) and (R) are true.
Large libraries increasingly prefer cloud computing for library management systems, discovery services, repositories and storage, because it scales easily and shifts maintenance to the provider. So A is true.
One benefit, as R says, is that the library no longer has to run and maintain several servers of its own, with their hardware, backups and upgrades. Since neither statement is false, the other three options are wrong.
