Answer: B
The propounder of 'Practical phonemics' is K.L. Pike.
Kenneth L. Pike wrote Phonemics: A Technique for Reducing Languages to Writing (1947), a practical guide for working out the sound system of an unwritten language, and it is the text for 'practical phonemics'.
Bloomfield wrote Language, Gleason An Introduction to Descriptive Linguistics and Hockett A Course in Modern Linguistics.
Pike's book is meant for the field worker who has to learn the sounds of a language not yet written, which is why his name goes with the practical side of phonemics.
