Who among the following made the State a moral institution with a moral end ?
Answer: D
J.S. Mill made the State a moral institution with a moral end. Bentham and James Mill treated the state in terms of utility and the greatest happiness and saw it as a device for protecting security and interests. J.S. Mill, by contrast, held that the end of the state should be the moral improvement of its people, the development of individual character and mental faculties, and he valued representative government because it educates citizens. Machiavelli separated politics from morality and saw the state as an end in itself. Option D is correct.
