Put the steps of reaching a datasheet sleep current in order.
1. Configure every unused pin to a defined state 2. Disable the clocks to unused peripherals 3. Measure and compare against the datasheet 4. Enter the intended sleep mode

Clocks and pins are both dealt with before the mode is entered, since a pin left floating or a converter left running dominates whatever the mode. Measuring is the last step and is what proves the other three were done properly.
