Who defined administration as domination or exercise of authority while most others defined it as service or performance of duty ?
Answer: D
The thinker is Max Weber.
Weber treated administration as a form of domination (Herrschaft), the exercise of authority. Every system of domination needs an administrative staff, and in modern states this takes the form of rational-legal bureaucracy. Most other writers defined administration as service or the performance of duties.
Marx saw the state bureaucracy as an instrument of class rule, Robert Michels described oligarchy in parties, and Claus Offe wrote on the contradictions of the welfare state; none defined administration in Weber's terms.
