Tramp iron is scrap picked up in the quarry or shed by the plant itself - bucket teeth, bolts, liner fragments - and it is removed because it damages the mill. The iron that corrects the raw mix is a deliberately dosed material such as iron ore or mill scale, added in controlled quantity and finely divided.
