The provisions of the 74th Constitution Amendment Act on urban local bodies do not apply to the Scheduled Areas and Tribal Areas referred to in Article 244 of the Constitution. Article 244 provides for the administration of the Scheduled Areas and tribal areas through the Fifth and Sixth Schedules. Articles 241 and 242 deal with High Courts and Coorg and Article 243 with the definitions for the Panchayats. So Article 244 is the answer. The Fifth Schedule covers the administration of Scheduled Areas and the Sixth Schedule that of tribal areas in the north-east.
