Identifier priority belongs to the protocol rather than to the electrical signalling. Voltages, termination and edge timing are all physical layer matters an oscilloscope can examine. Reading the definition literally, rather than recalling a summary, avoids the usual confusion. Naming the cost of a choice alongside its benefit is what turns a fact into a design decision.
