Punjab Civil Service Syllabus, Exam Pattern, Eligibility
152 topics across 5 subjects. Every question carries a written explanation.
The Punjab Civil Service is entered through the Punjab State Civil Services Combined Competitive Examination, conducted by the Punjab Public Service Commission from Baradari Garden, Patiala 147001. The Commission was established under Article 315 of the Constitution to recruit for Government departments on the Government's requisition.
The most recent cycle is Advertisement No. 20251, PSCSCCE-2025, and its 42-page General Information document. It recruits for ten posts:
| Post | Advertised | After the addendum |
|---|---|---|
| Punjab Civil Service (Executive Branch) | 46 | 49 |
| Deputy Superintendent of Police | 17 | 17 |
| Tehsildar | 27 | 33 |
| Excise and Taxation Officer (ETO) | 121 | 121 |
| Food and Civil Supply Officer | 13 | 13 |
| Block Development and Panchayat Officer | 49 | 49 |
| Assistant Registrar Co-Operative Societies | 21 | 21 |
| Labour-cum-Conciliation Officer | 3 | 3 |
| Employment Generation, Skill Development and Training Officer | 12 | 12 |
| Deputy Superintendent Jails Grade-2 and District Probation Officer | 13 | 13 |
| Total | 322 | 331 |
The advertisement answered requisitions of 25/11/2024 and 02/01/2025; two more, of 11/08/2025 and 12/08/2025, added three Executive Branch and six Tehsildar posts. Excise and Taxation Officer alone is 121 of the 331, more than a third, while the post the examination is named for is 49. Your preference list matters more than the headline.
What sets this examination apart
- Matriculation with Punjabi is a hard eligibility condition. No degree substitutes for it.
- No negative marking in the Preliminary, so no question should be left blank.
- The interview is 150 of 1500 marks; the seven written papers carry the rest.
- 25 per cent in every Main paper is required, and that floor cannot be relaxed.
- Deputy Superintendent of Police and Deputy Superintendent Jails Grade-II carry an upper age of 28, not 37, and most relaxations do not apply to them.
- You may sit the Preliminary while still studying for the degree, and 33 per cent of posts are reserved for women of Punjab under the 2020 Rules.
About 12 to 13 times the vacancies go to the Main examination and up to three times to interview, category by category. Probation pays a fixed emolument equal to Minimum Pay without any allowance for three years, under the Finance Department notification of 05/12/2020.

Exam Pattern
Stage 1: Preliminary
| Paper | Questions | Marks each | Total | Duration | Counts toward merit? |
|---|---|---|---|---|---|
| Paper I, General Studies | 100 | 2 | 200 | Two hours | Yes, and only this one |
| Paper II, Civil Services Aptitude Test (CSAT) | 80 | 2.5 | 200 | Two hours | No. Qualifying at 40 per cent |
CSAT marks do not count even toward the Preliminary merit, which rests on General Studies alone, and the Preliminary as a whole is only a screening test: none of its marks carry into the final result. There is no negative marking. The paper is bilingual, English in Roman script and Punjabi in Gurmukhi, except where language proficiency is tested, and persons with disability get 40 extra minutes per paper.
Stage 2: Main written and interview
| Paper, three hours each, descriptive | Marks |
|---|---|
| 1. Punjabi (Gurmukhi), compulsory, 10+2 standard | 100 |
| 2. English, compulsory, 10+2 standard | 100 |
| 3. Essay, three short essays | 150 |
| 4. General Studies I: History, Geography and Society | 250 |
| 5. General Studies II: Constitution and Polity, Governance and International Relations | 250 |
| 6. General Studies III: Economy, Statistics and Security issues | 250 |
| 7. General Studies IV: Science and Technology, Environment, Problem Solving and Decision Making | 250 |
| Interview | 150 |
| Grand Total | 1500 |
The Commission instructs that special emphasis on history, culture, economy and geography of Punjab is to be included in the Main examination. Every paper except the language papers may be answered in Punjabi or English; technical terms may be bracketed in English. Visually impaired candidates get sixty extra minutes per paper.
The two language papers
| Section | Task | Marks |
|---|---|---|
| A | Comprehension of an unseen passage | 10 |
| Precis, to one third of the passage | 10 | |
| Letter, 200 words | 10 | |
| Essay, 300 words in English, 400 words in Punjabi | 10 | |
| Translation | 10 | |
| B | Grammar | 50 |
The Essay paper is three short essays in English or Punjabi from a choice of topics, so fifty marks and an hour each. The Commission rewards keeping to the subject, orderly argument and concision.
The marks gates
To reach the interview: 45 per cent in the aggregate of the written papers, 40 for SC and ST, including at least 25 per cent in each paper. The Commission may lower the aggregate to not below 40 per cent, or 35 for SC and ST, but the minimum for each paper stays unchanged. To qualify: 45 per cent in the aggregate including the interview, 40 for SC and ST, on the same relaxation terms.
Ties break on the written total, then the aggregate of the four General Studies papers, then age, with the older candidate placed higher.

Punjab appears inside every General Studies paper rather than in a paper of its own.
Eligibility Criteria
Punjabi at Matriculation
No candidate is eligible for the Preliminary unless he or she has passed Matriculation with Punjabi as a compulsory or elective subject, or an equivalent Punjabi examination the Government specifies. Two narrow exceptions: a ward of Defence Service Personnel resident in Punjab must pass a Matriculation-standard Punjabi test within two years of appointment; and a War Hero discharged for disability, or his widow or dependant, is exempt.
Qualification
A bachelor's degree in any discipline from a recognised university or institution, as defined in the Punjab Civil Services (General and Common Conditions of Service) Rules, 1994. A final-year student may sit the Preliminary but must prove the degree before the Main examination.
Age
Under the Punjab State Civil Services (Appointment by Combined Competitive Examination) Rules, 2009 and the Punjab Civil Services (Executive Branch) Rules 1976: 21 to 37 on 1 January of the year in which applications close, which was 1 January 2025 for PSCSCCE-2025. For Deputy Superintendent of Police and Deputy Superintendent Jails (Grade-II) / District Probation Officer it is 21 to 28.
| Category | Upper age | For Police and Prisons Service posts |
|---|---|---|
| General | 37 | 28 |
| Scheduled Castes and Backward Classes of Punjab | 42 | 33 |
| Punjab and Central Government, Board, Corporation, Commission and Authority employees | 45 | No relaxation |
| Widows, divorced women and certain other women | 42 | No relaxation |
| Physically Handicapped of Punjab | 47 | No relaxation |
| Ex-servicemen of Punjab domicile | Deduct armed forces service from actual age, then up to three years over the limit | |
A 34-year-old is eligible for eight of the ten posts and not the two uniformed ones, unless SC or BC of Punjab.
Nationality and category
A citizen of India or Nepal, a subject of Bhutan, or a Tibetan refugee who came to India before 1 January 1962 to settle permanently. You apply in one category only, it cannot be changed under any circumstances, and a second application for the same post in another category is rejected automatically.
| Code | Category |
|---|---|
| 71 | General |
| 72, 73 | Ex-serviceman Punjab; Lineal Descendant of Ex-serviceman Punjab |
| 74 | Wards of Freedom Fighter, Punjab |
| 75 | Sports Person, Punjab |
| 76 | Persons with Disability, Punjab: A Blind and Low Vision, B Deaf and Hard of Hearing, C Locomotor, D Intellectual |
| 77 to 80 | Scheduled Caste Others, and its ESM, LDESM and Sports Person sub-categories |
| 81 to 84 | Balmiki and Mazhbi Sikh, and its ESM, LDESM and Sports Person sub-categories |
| 85 to 87 | Backward Class Punjab, and its ESM and LDESM sub-categories |
| 92 | Economically Weaker Section |
Sports gradation certificates at school, university or district level are not considered, and a candidate found ineligible for want of a proper certificate will not even be considered in their basic category.
Four things make a candidate ineligible outright: insufficient fee, wrong or incomplete information, debarment by the PPSC or another Public Service Commission, and failing any eligibility condition. Eligibility is only scrutinised after the Main examination, and candidature stays provisional until originals are verified at the interview. A false or forged document leads to rejection and action as per law.
Selection Process
| Stage | Who goes forward | Against 331 vacancies |
|---|---|---|
| Preliminary | 12 to 13 times the vacancies in each category | Roughly 4,000 to 4,300 |
| Main written | Not more than three times the vacancies in each category, subject to the marks gates | Up to about 993 |
| Interview | The final merit list | 331 |
Both ratios apply within each category code, not overall. The marks gates, 45 per cent aggregate and 25 per cent in every paper, are set out under the exam pattern.
- Online application, the only mode.
- Preliminary: General Studies and CSAT, no negative marking. CSAT qualifying at 40 per cent; merit on General Studies alone.
- Main written: seven descriptive papers, 1350 marks. Candidates file their order of preference for services and posts in the Main examination application form.
- Scrutiny of application forms, which happens only now, after the Main.
- Interview, 150 marks, where originals are verified.
- Final merit on written and interview marks together, and post allotment by that order and the preference list.
The preference list stays final unless changed before the final result becomes available, a more generous rule than most commissions apply. With ETO at 121 posts against 49 for the Executive Branch and 17 for DSP, the order matters a great deal.
Adverse action
Unfair means include obtaining support by gratification, pressure or threats; impersonation; fabricated documents; false statements or suppressed information; obtaining a paper illegally; influencing examiners; cheating; obscene matter in scripts; misbehaving in the hall or provoking a boycott; harassing staff; and breaching the admit card instructions. A candidate found guilty may be disqualified, debarred permanently or for a period from any examination or selection held by the Commission, face disciplinary action if already in government or PSU service, and face criminal prosecution. The Commission commits to hearing a written representation before imposing any penalty.
Salary
The advertisement prints no monthly salary figure. What it fixes is the instrument and the terms of the first three years: the minimum pay is set by the Finance Department notification of 05/12/2020 (Appendix I to the advertisement), Notification No. 7/204/2012-4FP1/66 of 15/01/2015, and Department of Personnel Notification No. 1/62016-4P.P.1/834680/1 of 07/09/2016, and a fixed emolument equal to Minimum Pay without any allowance is paid during the probation period of 3 years.
| Period | What is paid |
|---|---|
| First three years, on probation | The Minimum Pay of the scale, with no allowance. No dearness, house rent or city compensatory allowance |
| After probation | The regular scale with the allowances admissible under Punjab Government rules |
Compare the first three years, not the fourth, against a central service or a bank officer's post. The figure applicable in a given cycle is the one in that cycle's General Information document.
| Post | Service | Posts, 2025 |
|---|---|---|
| Punjab Civil Service (Executive Branch) | Punjab Civil Service, under the Executive Branch Rules, 1976; the route to promotion into the IAS | 49 |
| Deputy Superintendent of Police | Punjab Police Service | 17 |
| Deputy Superintendent Jails Grade-II and District Probation Officer | Punjab Prisons Service | 13 |
| Excise and Taxation Officer | Excise and Taxation | 121 |
| Tehsildar | Revenue | 33 |
| Block Development and Panchayat Officer | Rural Development and Panchayats | 49 |
| Assistant Registrar Co-Operative Societies | Cooperation | 21 |
| Food and Civil Supply Officer | Food and Civil Supplies | 13 |
| Employment Generation, Skill Development and Training Officer | Employment Generation | 12 |
| Labour-cum-Conciliation Officer | Labour | 3 |
Pay, probation and promotion after appointment are governed by the service rules listed under the participating bodies, not by the advertisement.
How to Apply

| Category | Online application charge | Examination fee | Total |
|---|---|---|---|
| Ex-serviceman, EWS, Persons with Disabilities and Lineal Descendants of Ex-serviceman, of Punjab only | 500 | No fee | 500 |

Have ready
- An email account not used by any other candidate for this examination. All correspondence goes there, and a wrong address is the candidate's own problem.
- A mobile number, which need not be in your name; messages to it count as delivered.
- A passport size colour photograph in JPG, light background, looking straight at the camera, no reflections, no caps, hats or dark glasses. Religious headwear is allowed if it does not obscure the face. 10 KB to 40 KB.
- A scanned signature in JPG.

Participating Institutes
The Punjab Public Service Commission, Baradari Garden, Patiala 147001, conducts the examination and sends the list of successful candidates to the Government. The Government sends the requisition fixing the number of posts, fixes pay by Finance Department notification, makes the service rules and makes the appointment. That is why vacancies can move mid-cycle.
| Post | Service or department |
|---|---|
| Punjab Civil Service (Executive Branch) | Punjab Civil Service, the State's senior general administrative service |
| Deputy Superintendent of Police | Punjab Police Service |
| Deputy Superintendent Jails Grade-II and District Probation Officer | Punjab Prisons Service |
| Tehsildar | Revenue |
| Excise and Taxation Officer | Excise and Taxation |

| Labour-cum-Conciliation Officer | Labour |
The instruments the examination rests on
- Punjab State Civil Services (Appointment by Combined Competitive Examination) Rules, 2009, amended 2014 and 2015: the rule the examination is made under, and the source of the age limits.
- Punjab Civil Service (Executive Branch) Class 1 Rules, 1976, amended 1989 and 2011.
- Punjab Civil Services (General and Common Conditions of Service) Rules, 1994, defining "recognised university".
- Punjab Civil Services (Reservation of posts for women) Rules, 2020, from the Department of Social Security and Women and Child Development: 33 per cent for women of Punjab, Annexure I.
- Department of Personnel notification GSR 40/Const./Art.309/Amd.(2)/2020 of 20/07/2020 on sports gradation certificates, Annexure II.
- Finance Department notification of 05/12/2020 on minimum pay, Appendix I.
Punjab splits its Scheduled Caste reservation: Balmiki and Mazhbi Sikh candidates have their own codes, 81 to 84, beside the general SC codes 77 to 80. Pick the right one, because the category cannot be changed.
Exam Centres
The advertisement names no centres. The Examination Centre Name is printed on the admit card, downloaded from ppsc.gov.in, and the Commission publishes a time slot notice before each paper. The Preliminary is held across Punjab, two papers of two hours on one day; the Main is seven three-hour papers.
For the 2025 Main examination PPSC published a specimen of the answer book, then a notice on the amended specimen and the words per page, so you can practise in the exact format.
The interview is held at the Commission, Baradari Garden, Patiala 147001, where original certificates are verified.

The General Information document had the Preliminary tentatively scheduled for April 2025; it was held in December 2025. Vacancies moved eight months after the advertisement, keys came out within a day of the paper, and about four months separated the Preliminary from the Main, December 2025 to about March 2026, the real preparation window for seven descriptive papers. There is no separate calendar: every notice for a cycle lands on its advertisement page.
Admit Card
Download it from Download Admit Card on the Commission's site; nothing is posted. It carries the examination centre. The instructions issued with it are binding: violating them is listed among the acts that can lead to disqualification, debarment and prosecution.
Persons with disability get 40 extra minutes per Preliminary paper; visually impaired candidates get 60 per Main paper. The photograph uploaded at application carries through and cannot be replaced. No documents are checked at the examination: scrutiny comes after the Main and originals are verified at the interview.
Result
| Date | Published |
|---|---|
| 08/12/2025 | Question papers and answer keys for all sets of General Studies and CSAT, with objection guidelines |
| 10/01/2026 | Revised answer keys after objections, the result gazette, and roll numbers of provisionally shortlisted candidates |
| 12/02/2026 | A separate result gazette for sports person candidates and further roll numbers |
With the paper and the revised key, a candidate can score their own Preliminary before the result. Every list is provisional, because eligibility is scrutinised only after the Main and confirmed only at the interview.
Qualified candidates are ranked on the aggregate of the Main written examination and the interview, and posts follow that order and the preference list. A result can still be withdrawn for a false or forged document, for unfair means, or for a sports candidate whose gradation certificate fails. Results appear on the advertisement's page under Closed Advertisement and under Latest Results.
Cut Off
PPSC publishes no cut-off score. Its thresholds are fixed in advance:
| Rule | Threshold | Can it be relaxed? |
|---|---|---|
| Preliminary Paper II, CSAT | 40 per cent, 80 marks, 32 of the 80 questions | No |
| Main aggregate, to reach the interview | 45 per cent, 607.5 of 1350; 40 for SC and ST | Yes, to not below 40, or 35 for SC and ST |
| Each Main paper | 25 per cent: 25 of 100, 37.5 of 150, 62.5 of 250 | No |
| Aggregate including interview, to qualify | 45 per cent, 40 for SC and ST | Yes, on the same terms |
The competitive line is a ratio per category code. In its place PPSC publishes the paper and the revised key, so you can count your own score.
Preparation Tips
Check Punjabi first, then your age
No Matriculation with Punjabi, no eligibility, whatever the degree. Then check the posts: DSP and Deputy Superintendent Jails Grade-II stop at 28 (33 for SC and BC of Punjab only), the other eight at 37, relaxed to 42, 45 or 47 by category.
Spend your time where the marks are
| Component | Marks | Role | Your time |
|---|---|---|---|
| CSAT | 200 | Qualifying at 40 per cent | Just enough to clear 80 safely |
| Preliminary General Studies | 200 | The whole Preliminary merit | Enough to reach 12 to 13 times the vacancies |
| Four Main General Studies papers | 1000 | Two thirds of the final score | The largest share |
| Essay | 150 | Counts in full | Moderate; practise the format |
| Punjabi and English | 200 | Count in full, and carry the 25 per cent floor | Small but never zero |
| Interview | 150 | Ten per cent | Last |
Attempt all 180 Preliminary questions
No negative marking means a blank scores zero and a guess has positive expected value. Practise finishing the paper.
Protect the per-paper floor
The aggregate can be relaxed; 25 per cent in each paper cannot. The language papers are where candidates fall, and half of each is grammar, the most learnable material in the syllabus. A few weeks on Punjabi and English grammar removes the most avoidable way to fail.
Learn Punjab from Punjab's own sources
It sits inside every General Studies paper: Ranjit Singh, the Anglo-Sikh wars, reform movements, the border, ground water depletion and State welfare schemes in Paper I; district administration and local bodies in Paper II; the Punjab economy and border security in Paper III; and Preliminary section 9 entire. National civil services material covers none of it.
Practise short essays and situation answers
Three essays in three hours, so an hour each, and the Commission names concision. For Paper IV, write structured answers to the named situations, riots and dharnas, land acquisition, a loss-making PSU, solid waste finance, as administrative responses rather than essays on ethics.
Use the Commission's own papers
PPSC published every set of both Preliminary papers with keys and revised keys, and the Main answer book specimen with its words per page. Practise on those, in that book, at that density.
Get the form right once
There is no correction window. Apply in one category and pick it correctly, Balmiki and Mazhbi Sikh included. Do not claim sports without a valid gradation certificate, or you lose your basic category too. Attach the certificate for any fee concession. And weigh the three years of probation at Minimum Pay with no allowance before paying the fee.
Sample Papers
PPSC publishes the real papers. For PSCSCCE-2025, on 08/12/2025, it uploaded the General Studies paper and the CSAT paper for all sets with their keys, then revised keys on 10/01/2026. Each cycle's papers stay on its advertisement page under Closed Advertisement.
