Since a government order of 20 November 2020, you cannot apply for a main exam without a PET score card, and the main exam shortlist is made on normalized PET scores.

Selection Process
PET itself only gives a score card. The score then decides who is shortlisted for a main exam. A candidate whose absolute or normalized score is zero or negative is not shortlisted. Each main exam names the PET year it accepts: the 2026 main exams on the calendar use PET-2025, and the 2024 ones used PET-2023.
