Feels smooth is the middle voice: the surface is not doing the feeling, and it is not being felt in the sentence either - it simply is smooth to the touch. The passive therefore has to unpack the sense into two clauses. Is felt smooth would mean somebody feels it and finds it so, which is not what the original says.
