With which country India signed an MoU on Ocean Dialogue ?

India signed the MoU on Ocean Dialogue with Norway.
During Norwegian Prime Minister Erna Solberg's visit to New Delhi in January 2019, the two countries signed a memorandum setting up the India-Norway Ocean Dialogue, covering the blue economy, marine pollution, fisheries and ocean energy. Norway, with its long fisheries and offshore tradition, has made ocean partnerships a central part of its foreign policy.
Denmark, Switzerland and Sweden were not party to this dialogue; Switzerland is in any case landlocked.
