Spools and cops are the packages that are unsuitable for industrial machines: spools are small, used for domestic sewing, and cops are the conical bobbins taken off the spinning frame, meant for weaving shuttles and not for industrial sewing. Cones and vicones, wound on tapered tubes, run off fast and in large lengths, and so suit industrial sewing machines. The answer is I and II (spools and cops).
