Does this mentioning array name gives the base address in all the contexts?

Correct answer: No
Not in all contexts. Two operators take the array as a whole rather than letting it decay: sizeof(arr) gives the size of the entire array, and &arr yields a pointer to the array rather than to its first element. Everywhere else the name does give the base address.
