The answer is Dipa Karmakar.
Tripura's highest civilian honour is the Tripura Bibhushan (spelt Vibhushan in the state's release). It was presented on Statehood Day, 22 January 2021, to the gymnast Dipa Karmakar, a Padma Shri awardee, who received Rs 5 lakh, a certificate, a memento and a Risa. The Governor, Ramesh Bais, handed it over at a function in Agartala.
The cricketer Arshiya Das was honoured the same day with the lower Tripura Bhushan, so she is not the answer even though her name is among the options. 'None of them' is wrong because Dipa Karmakar is listed, and Dr. Chandan Das is not reported among the 2021 recipients.
