If 16th is on the third Friday of a month, then which date will fall on the fourth Tuesday of the same month ?

The fourth Tuesday falls on the 27th.
If the 16th is the third Friday, the Fridays are the 2nd, 9th, 16th, 23rd and 30th. Tuesday comes 3 days before Friday, so the Tuesdays are the 6th, 13th, 20th and 27th. The fourth Tuesday is the 27th.
26 and 28 are Monday and Wednesday of that week, and 25 is the Sunday. Those options come from counting the offset from Friday wrongly.
