Which of the following is not included in the state list in the Constitution of India?

The Criminal procedure code is not in the State List.
Criminal law and criminal procedure, including everything in the Code of Criminal Procedure, are entries 1 and 2 of the Concurrent List in the Seventh Schedule, so both Parliament and the state legislatures can legislate on them.
Public order (entry 1), police (entry 2) and prisons (entry 4) are all in the State List, which is why law and order is a state subject.
