Who described the Indian Constitution as Quasi federal ?
Answer: B
The description is K.C. Wheare's.
K.C. Wheare, the authority on federal government, described the Indian Constitution as quasi-federal, a unitary state with subsidiary federal features rather than a federal state with unitary features, because of the strong powers it gives the Centre.
Ivor Jennings called it a federation with a strong centralising tendency, and W.H. Morris-Jones described Indian federalism as bargaining federalism. Dr B. R. Ambedkar argued that it was federal but flexible enough to work as unitary in an emergency.
