Reason (R): A predictable workload at high utilisation does not benefit from elasticity and pays a premium for it.

Both are true and the reason gives the logic, and it shows that the decision is a workload by workload one rather than a single strategic choice. Variability is what cloud rewards. Flat workloads gain the least from it.
