Both are true and the reason gives the mechanism. Deliberate seeding treats particular clouds for a few hours; industrial and transport aerosol is emitted continuously over whole continents and alters the droplet population of clouds everywhere. The unintended effect is therefore very much the larger, though it was never designed.
