Consider the following statements about coastal scheme funding.
1. Public funding is usually allocated on a benefit cost basis.
2. Contributions from beneficiaries can make a marginal scheme viable.
3. Any scheme that is technically feasible will be publicly funded.
Answer: C
The first two are correct and reflect how schemes are actually financed. The third ignores the rationing of public funds, which is what the appraisal exists to inform. Public funds are rationed among competing schemes.
