Discussion
Assertion (A): Managed realignment schemes frequently attract strong local opposition.
Reason (R): The losses fall on identifiable individuals while the gains are widely spread.
Answer: B
Correct answer: Both A and R are true, and R is the correct explanation of A
Both are true and the reason gives the political shape of the problem. The land to be given up belongs to identifiable people who will lose it, while the benefits - reduced defence cost, new habitat, flood storage - are spread across a whole community or a whole nation. Concentrated losses and diffuse gains produce determined opposition and weak support, which is why compensation and early engagement matter more here than technical merit does.
