Participants in different places see and hear each other in real time through cameras, microphones and a network link, and can respond immediately, so the communication carries both sound and pictures in both directions.
Television broadcasting is audio-visual one-way, and visual-only forms such as posters, one-way or two-way, lack sound, so none of those describes video-conferencing.
