What was the punishment ?

The punishment was prison.
The first sentence of the passage says that a poor man was put in prison although he had not committed any crime. That is the punishment he suffered.
The other options are not mentioned: there is no threatening, no death sentence and no fine anywhere in the passage. The Raja later sets him free and gives him money, but that is the reward and not the punishment. The answer is A.
