What is the most significant advantage of M-commerce over E-commerce ?

The most significant advantage is context-aware personalization.
M-commerce runs on a device the user carries everywhere. The service can therefore know the user's location, time and situation, and tailor offers, search results and payments to that context: nearby stores, local deals, location-based services. That ubiquity and context awareness is what sets m-commerce apart from desktop e-commerce.
Transaction costs are not inherently lower on mobile. Security is usually considered a challenge for mobile devices rather than an advantage. And m-commerce needs the mobile network infrastructure on top of the usual e-commerce systems, not less.
