Answer: D
The Governor is not on the committee.
Under section 22 of the Protection of Human Rights Act, 1993, the Chairperson and Members of a State Human Rights Commission are appointed by the Governor on the recommendation of a committee consisting of the Chief Minister (chairperson), the Speaker of the Legislative Assembly, the Minister in charge of the Department of Home, and the Leader of the Opposition (with the Chairman and Leader of the Opposition of the Legislative Council in states that have one).
The Governor makes the appointment but does not sit on the recommending committee.
