The saying is Swami Vivekananda's.
In his Jnana Yoga lectures Vivekananda says that this human body is the greatest body in the universe and a human being the greatest being, higher even than the gods, because only as a human being can one attain liberation. The thought is behind his whole teaching of the divinity of man and service to man as worship.
Radhakrishnan, Sri Aurobindo and Tagore all wrote of human dignity, but this particular saying, with its claim that man is greater than the angels and gods, is a well-known line from Vivekananda.
