Correct answer: Neither 1 or 2 is sufficient
Statement 2 gives 243 passes and statement 1 says each holder may bring up to three others. “Up to” is the difficulty: the total lies anywhere between 243 and 972, and nothing says how many actually brought companions. Both statements together give a range, not a number.
