Reason (R) : Traditional land use survey gives a static description of existing land use and is very time, effort and money consuming.

Both statements are true and the Reason explains the Assertion.
Satellite imagery transformed land use classification. Images cover large areas at once, repeat at regular intervals, record bands beyond visible light, and can be classified digitally, so land use can be mapped quickly, cheaply and again and again to show change.
The Reason gives the shortcomings that the satellite method overcame: a traditional field survey records land use at one moment only and needs much time, labour and money. Because satellite imagery solved exactly these problems, the Reason explains why it revolutionised the technique, and the other options are wrong.
