Halving the tail arm while holding the tailplane area constant will
Answer: B
Correct answer: Halve the horizontal tail volume coefficient
The coefficient is linear in the arm:
\[ V_H = \frac{S_H\,l_H}{S\,\bar{c}} \]
so with \( S_H \) fixed, halving \( l_H \) halves \( V_H \). The distractor "quarter it" would follow if the coefficient went as the square of the arm, which it does not.
Restoring the original tail volume would then require doubling the tail area - the inverse trade seen from the other side, and the reason short-fuselage aircraft carry proportionately large tails.
