Put the levels of the energy hierarchy in order from the most preferred.
1. Recover what is otherwise wasted 2. Avoid creating the demand 3. Supply the remainder from renewable sources 4. Serve the demand efficiently
Answer: D
Demand avoided needs nothing built to serve it, efficiency then reduces what remains, renewable supply serves that, and recovery picks up what escapes. Working the order backwards is how expensive capacity comes to serve avoidable load.
