The environmental baseline records the state of air, water, soil, ecology and social conditions before the project begins. It is the reference against which impacts are predicted during the EIA and against which monitoring during construction, operation and decommissioning measures change, so it serves the project throughout its life.
Impact identification, scoping and impact prediction are stages carried out mainly during the preparation of the EIA itself, rather than reference information used throughout the project's life.
