The TOR (Terms of Reference) is not part of the Environmental Management Plan.
The Environmental Management Plan is the chapter of an EIA report that sets out how the predicted impacts will be handled once the project goes ahead: the mitigation measures, the environmental monitoring programme, the institutional arrangements, and the implementation schedule and cost estimates for carrying them out.
The Terms of Reference belong to the scoping stage at the start of the EIA. They define what the EIA study must examine and are issued before the study begins, so they come before the EMP rather than forming part of it.
