The function of administration is staffing.
Luther Gulick summed up the functions of administration as POSDCORB: Planning, Organising, Staffing, Directing, Co-ordinating, Reporting and Budgeting. Staffing means recruiting, training and maintaining the personnel of an organisation.
Extension work and teaching are the programme activities that an extension organisation carries out, and identification of problems is a step in programme planning; none of them is a function of administration as such.
