Panchayati Raj is associated with the Balwant Rai Committee.
The Balwant Rai Mehta Committee (1957), set up to review the Community Development Programme, recommended 'democratic decentralisation' through a three-tier Panchayati Raj system of village panchayat, panchayat samiti and zila parishad. Rajasthan introduced it first, at Nagaur on 2 October 1959.
The Shah Commission inquired into the Emergency, the Nanavati Commission into the 1984 riots and the Godhra incident, and Royal Commissions were British inquiries, such as the Royal Commission on Agriculture of 1928.
