Who advocated the adoption of "PURA" model to eradicate rural poverty?

Dr A.P.J. Abdul Kalam advocated PURA.
PURA is Providing Urban Amenities to Rural Areas. Kalam proposed linking clusters of villages by physical, electronic, knowledge and economic connectivity, so that people need not migrate to towns for services and work. He set it out in India 2020.
