IEC stands for the International Electrotechnical Commission.
ISO/IEC 17025:2017, the international standard for the competence of testing and calibration laboratories, is published jointly by the International Organization for Standardization (ISO) and the IEC. Forensic laboratories are accredited against it, in India by NABL.
The other expansions ('Eligibility Certification', 'Efficiency Commission', 'Efficiency Certification') are invented; the IEC is the body that sets standards for electrical and electronic technologies.
