According to ..................., 'actual justice cannot be achieved except within a sovereign state.'
Answer: A
The key gives Thomas Hobbes.
The idea that justice exists only where there is a sovereign power to define and enforce it is Hobbes's: in Leviathan, where there is no common power there is no law, and where no law, no injustice. Thomas Nagel restates this as the Hobbesian view in The Problem of Global Justice (2005), arguing that, as Hobbes held, the demands of justice apply fully only within a sovereign state, which is why the quotation is linked with Hobbes.
Rawls applied his principles of justice to the basic structure of a society rather than tying them to sovereignty, and Julius Stone wrote on justice and the province of law without this claim.
