Who among the following argued, 'actual justice cannot be achieved except within a sovereign state' ?
Answer: C
The argument is Thomas Hobbes'.
In Leviathan (1651) Hobbes held that in the state of nature, without a common power to keep people in awe, there is no law and therefore no justice or injustice. Justice exists only once a sovereign has been set up to make and enforce covenants, so it can be achieved only within a sovereign state.
Rawls grounds justice in principles chosen behind a veil of ignorance, Julius Stone wrote on the province and function of law and on justice in a sociological sense, and Cohen is not associated with this claim.
