The SAARC Charter was signed at Dhaka on 8th December 1985.
The heads of state or government of Bangladesh, Bhutan, India, the Maldives, Nepal, Pakistan and Sri Lanka adopted the Charter at the first SAARC summit in Dhaka on 8 December 1985, and 8 December is observed as SAARC Charter Day. Afghanistan joined in 2007 as the eighth member.
The secretariat is in Kathmandu, set up in 1987, which may explain that distractor. The second summit was held in Bangalore in November 1986, not New Delhi, and Kabul in 1979 predates the association altogether.
