In which year did the Government of India modify the eligibility criteria for the Bharat Ratna to allow sportspersons to receive it?

The change was made in 2011.
The award had been confined to art, literature, science and public service. In December 2011 the criteria were widened to any field of human endeavour, which opened it to sport, and Sachin Tendulkar was named in 2013.
