Who was non-citizen and non-Indian Bharat Ratna recipient ?

Nelson Mandela.
He received the Bharat Ratna in 1990, the second and last non-Indian to be so honoured. Khan Abdul Ghaffar Khan, the first, in 1987, was a Pakistani citizen but had been an Indian nationalist leader.
